Iphone 4 Purchase from Singapore

Is it true that Singapore also does not allow carrier locked phones? i think it is easy to bring one from Singapore ! Id like to get a factory unlocked one , but the micro sim thing is gonna be an issue. Some people say even though Sims can be cut, the may not be recognized by the device.
