Q: Itunes asking for Zip Code and SSN ?

I cant activate my iphone 4, itunes ask me for zip code and SSN, i have tried it with 3 different AT&T cards also try with a SimBook and nothing happens . I can’t bypass the emergency calls screen.

I live in Santiago of Chile. Please help me.
