Q: Refreshing Data – Failed to Fetch – Cached Failure ?

I this trouble . I am on a travel in Thailand, I upgraded my iphone 4 to 4.0.2 , then I downgraded it to 4.0.1 and jailbreaked it again. But when I load Cydia, it shows error of Cached Failure and an error notice says Refreshing Data. Failed to fetch, what is the problem, please help me.

I can unlock the carrier now.
