Jailbreak without Activating [Q]

Hi, I live in Jordan and I want to purchase an Iphone 4 from The United States . I want to buy it without a contract, So here’s my question Will it be locked to AT&T or any other carrier in the States or it will be unlocked,

and If it were locked would I be able to Jailbreak it without activating it ? Any suggestion before i make the purchase , and the best deal , if any.
