No Internet Connection – Iphone 3GS [Q]

I was wondering if someone could help me out, I gave my mother an iPhone 3gs and she loved it. She was able to use if for a while but when she finally decided to get a data plan the bill came in for over 300 bucks so she went to the carrier and they disabled it but the thing is now the wifi is
not working and her iPhone is running on iOS 3.1.2 firmware but im not sure if it will help to update it so im really not sure of what to do please help me out .
